How Are Petrol and Diesel Prices Decided in India?

Fuel prices in India are revised daily by the three major Oil Marketing Companies (OMCs) — Indian Oil Corporation (IOCL), Bharat Petroleum (BPCL), and Hindustan Petroleum (HPCL). Every morning at 6:00 AM IST, the new retail selling prices come into effect across all petrol pump outlets in the country. This dynamic pricing model, introduced in June 2017, ensures that fuel prices reflect global crude oil market movements in real time rather than remaining static for weeks or months.

The retail price of petrol or diesel you pay at the pump is calculated by adding several components: the base price of the fuel, freight charges, excise duty levied by the Central Government, dealer commission, and Value Added Tax (VAT) charged by the respective State Government. Since VAT rates differ significantly from state to state, fuel prices vary across Indian cities even when the base price remains the same. For example, Rajasthan and Maharashtra levy higher VAT rates, making fuel costlier in cities like Jaipur and Mumbai compared to Delhi.

What Is CNG and Why Is It Cheaper Than Petrol?

Compressed Natural Gas (CNG) is a cleaner and more affordable alternative to petrol and diesel. CNG prices in India are set by city gas distribution companies such as Indraprastha Gas Limited (IGL) in Delhi and Mahanagar Gas Limited (MGL) in Mumbai, rather than by the Oil Marketing Companies. CNG is predominantly available in metropolitan cities and select state capitals where pipeline infrastructure exists.

CNG is significantly cheaper than petrol on a per-kilometre basis because natural gas has a lower carbon content and higher calorific efficiency. In cities like Delhi, running a CNG vehicle costs nearly 40–50% less per kilometre compared to a petrol-powered vehicle of similar size. This makes CNG a popular choice for autorickshaws, taxis, and private cars in CNG-covered cities. The government actively promotes CNG adoption to reduce vehicular pollution and dependence on imported crude oil.

  • Maintain correct tyre pressure — under-inflated tyres increase fuel consumption by up to 3%.
  • Avoid aggressive acceleration and braking; smooth driving can improve mileage by 15–20%.
  • Switch to CNG if your city has CNG infrastructure — it offers the best running cost savings.
  • Service your vehicle regularly; a clean air filter and fresh engine oil improve fuel efficiency.
  • Use fuel loyalty cards offered by IOCL, BPCL, and HPCL petrol pumps to earn cashback on every fill-up.
  • Fill fuel in the morning when temperatures are cooler — fuel is denser and you get slightly more volume per litre.
  • Plan trips to avoid peak traffic hours — idling in traffic wastes significant fuel.
